Association of the U.S. Navy Backs Chief of Naval Operations’ NAVPLAN 2024

Mobilizing Members Underway to Advocate for Navy Initiatives

ALEXANDRIA, VA – September 27, 2024 – Steve Rogers, Executive Director of the Association United States Navy (AUSN), says the AUSN fully supports, by both word and deed, CNO Admiral Lisa Franchetti’s Navigation Plan 2024 for America’s Warfighting Navy (NAVPLAN).


“What I mean by both word and deed is we are going to ask thousands of our members to contact their Congressional representatives to ask them to support her plan by providing any assistance she needs, including funding,” says Rogers.


He also explained he will be asking AUSN members to contact their local veterans and civic organizations to share our nation’s need for a strong Navy and to contact their Congressional representatives to support the plan.


Rogers says, “The CNO’s plan will ensure the Navy will be well equipped to fight and defeat an enemy anytime and anywhere in the world, especially in the Indo-Pacific. A strong powerful Navy will deliver on the promise, ‘peace through strength.’”


“Our Navy needs the support of not only those of us who are serving and have served, but also the support of the public. We need to inform and educate the American people about all the good America’s Navy continues to do worldwide and how it has prevented wars by demonstrating its strength,” says Rogers.


The NAVPLAN explains that the Navy must move rapidly to stay ahead of adversaries and create warfighting advantages to complement the Navy’s traditional sources of strength. The plan relies on adding more players on the field—platforms that are ready with the right capabilities, weapons and sustainment, and people who are ready with the right skills, tools, training, and mindset.


In the CNO’s NAVPLAN there are four key enablers that enhance the Navy’s warfighting advantage into the future. They are:

  1. Live, Virtual, and Constructive—how we train

  2. Navy Operational Architecture—how we communicate

  3. Artificial Intelligence—how we outthink

  4. Robotic & Autonomous Systems—how we scale.


The NAVPLAN focuses on two strategic ends: 1) Readiness for the possibility of war with the People’s Republic of China by 2027, and 2) Enhancing long-term advantage to ensure peace and to expand the Navy’s contribution to the joint warfighting ecosystem.


“It is our duty and obligation to speak out and stand up in support of this plan,” concluded Rogers.
