Your first call should be to the Navy Personnel Command (PERS-912) Customer Service Desk at 1-866-827-5672. You will probably be referred to Mr. Randy Trudeau at the NPC in Millington, TN to report the death and start the RCSBP claim process. For follow-up calls, Mr. Trudeau can be reached in his office at 901-874-5947.

He will send out a letter and instruction package for the surviving spouse to complete and return to him. Upon receiving the information back, the updated information will allow him to initiate the appropriate administrative actions listed below:

  1. Start Reserve Component Survivor Benefit Plan (RCSP) annuity (if elected).
  2. Forward to the surviving spouse an application for a new dependent ID card
    reflecting widow or widower status.
  • DD1173-1(Red) ID card if retiree’s death occurred prior to age 60. Additionally, the surviving spouse will be informed to contact NRPC approximately 30 days prior to the 60th anniversary of your spouses birth so action can be initiated for you to receive a DD1173 (Tan) ID card. This new ID card will entitle you to TRICARE medical benefits until your 65th birthday.
  • DD1173 (Tan) ID card if retiree was receiving retired pay.
