Carl. Although I doubt that any of us would say that we enjoy such an event, it is always impressive to see the way in which our shipmate is taken care of by the funeral detail. Thunderstorms had threatened all afternoon, but the service was conducted in perfect sunny weather. I was pleased that we could be there for Fred and his family. Happy Birthday, Navy Reservists. March marks the ninety-first birthday of the establishment of the Federal Naval Reserve by an act of congress. Now, in the first two sentences, I have said "Naval Reserve" and "Navy Reservists"; and I think that this birthday is an excellent time to talk about - why the change? Some of you may be on board and many of you may not have any idea why. In December, as part of Congress finally getting the Defense Authorization Bill passed, they also included the official name change from the Naval Reserve to the Navy Reserve. Just before Christmas, your Congress finally passed the Defense Authorization Bill. To say that it was overdue is an understatement of significant magnitude. It is indeed unfortunate that our military has been held hostage to partisan bickering on Capitol Hill. As is usual, we were pleased with some things in the bill and disappointed by others that were left out of the final version. Another year is upon us; and as i gaze into the crystal ball, the only thing that seems certain is that there will be surprises along the way. Our Navy Reservists continue to step up to the plate and respond in ways never before imagined. Now, through the middle of January, we are mobilizing 161 Navy Reservists to assist with the Navy assumption of the Horn of Africa operations. Thank God for them and for their families.
