Field Service Records (FSR) for Active and Reserve Enlisted Personnel will be eliminated by 30 September 2010
In February, Navy Personnel Command (NPC) directed the start of the elimination of FSRs by Navy Regions. Commands will hold FSRs until electronically-submitted documents have been accepted into the official military personnel file (OMPF).
Name Change for Iraq War
Effective 1 September 2010, the U. S. military operation in Iraq will be called Operation New Dawn (OND), dropping the long-standing operational name of Operation Iraqi Freedom (OIF). Defense Secretary Gates said the operation name change is designed to coincide with the change in mission for U.S. Forces.
Navy Safe Harbor – An initiative worth knowing about
Navy Safe Harbor is a leadership initiative to support and recognize the sacrifices our Sailors have made due to being wounded, ill, or injured. Navy Safe Harbor is the lead organization for providing nonmedical care to seriously wounded, ill, and injured Sailors, Coast Guardsmen, and their families. This care is a lifetime of individually-tailored assistance for successful recovery, rehabilitation, and reintegration. Navy Safe Harbor works with many organizations in and outside the Navy to address pay/personnel issues, travel for caregivers, housing/lodging, child/youth programs, legal/guardianship issues, education/training benefits, respite care, traumatic brain injury, and post-traumatic stress disorder. New procedures for handling rejected performance evaluation system reports
Navy Personnel Command (NPC) has established procedures for handling rejected officer fitness reports and enlisted performance evaluations. Each year, NPC receives 70,000 Navy performance system reports that must be returned to reporting seniors for correction. Nearly 20 percent are never resubmitted. Therefore, many Navy personnel are left with incomplete performance history that can adversely impact their careers. In January 2010, NPC adopted the following guidelines for processing invalid performance evaluations:
- Allow rejected performance evaluation to be placed in the official military personnel file (OMPF) “as is” if command has not responded in 180 days.
- When an ENS or LTJG (except LDO) receives a MUST or EARLY PROMOTE recommendation, NPC will change the recommendation to PROMOTABLE per current BUPERSINST 1610.10 series.
- Document the reject reason and nonresponse from the command by placing a memorandum in the OMPF alongside the rejected evaluation.
- Update the mainframe system to reflect the memorandum action as supplemental data.
- Stamp corrected evaluations received after the 180-day deadline as “Corrected report received DD/MM/YYYY” and place in the OMPF. Remember, the ultimate accuracy of the official service rests with the individual Sailor/officer. However, commands/reporting seniors share in this responsibility by submitting accurate and timely performance evaluations.
