Desired Deadline for Creating Electronic Service Records Passed in April

Have You Created Yours?

The Navy announced that, as of mid- March, more than 128,000 Sailors have established a self-service electronic service record (ESR) account. The Chief of Naval Personnel released NAVADMIN 043/09 in February announcing the requirement for all active duty and Reserve personnel (not IRR personnel) to establish and maintain a
self-service ESR account by mid-April. A self-service account is necessary for updating emergency contact information and other important features, such as enabling Sailors to submit directly PCS (permanent change of station) travel claims upon PCS transfer, update race, ethnicity, and religion information, and view all other ESR service record information. The Navy first implemented ESRs in 2006. The ESR provides individual Sailors, Personnel Support Activity Detachments (PSD), and personnel offices holding service records with secure, worldwide Internet access to personnel, training, and awards data. Navy Operational Support Centers and customer commands of PSDs can also use the system. Self-service accounts can be created at:

Navy Reserve CAPT David G. Russell (1635) has been nominated for appointment to the grade of rear admiral (lower half). Russell is currently serving as Deputy Chief of Staff, Strategic Effects, Multi- National Force-Iraq.

Law and Navy Tradition Conflict in Regard to Salutes and Honors to the National Flag


NAVADMIN 098/09 was recently promulgated to eliminate any confusion regarding appropriate honors to the flag by Navy personnel. By custom and tradition, Navy personnel do not render the hand salute when out of uniform or when uncovered regardless of the law recently passed by Congress. Specifically, in regard to honors to the flag, Sailors not in uniform will face the flag, stand at attention, and place the right hand over the heart. If covered, Sailors not in uniform will remove their headgear with the right hand and place the right hand over the heart. In cases of indoor ceremonies, when Sailors are in uniform and uncovered, they will face the flag or
direction of the music when the flag is not present and stand at attention.
