Call for AUSN Legislative Resolutions 2012 Minimize

A reminder that 2012 Legislative Resolutions will be considered at the October Fall Conference in Norfolk, VA.

Resolutions must be timely, concise, and include sufficient background information. Resolutions must be submitted 30 days in advance of the 26 October 2012 conference in order for proper staffing, review, and formatting as needed.

Any member may propose a resolution which should address a legislative or policy issue related to the missions and goals of our organization. Resolutions are received, reviewed, and processed by the Resolutions Committee. Resolutions may also be drafted by any national committee, but will be reviewed by the Resolutions Committee.

2008 Current Resolutions Minimize

09-01-2008 - Equitable Treatment for Navy Reservists Ordered to Active Duty. The Naval Reserve Association urges Congress to amend existing legislation to extend eligibility for Navy Reservists who have served honorably, regardless of order type and further urges the Department of the Navy to modify its policies to ensure equitable treatment for all Navy Reservists ordered to active duty.

09-02-2008 - Joint Professional Military Education (JPME) for Reserve Component Members. The Naval Reserve Association urge Congress to update legislation to authorize JPME II credit be awarded to Service members who have completed accredited service war college non-resident courses, retroactive to 1 January 2000.

09-03-2008 - Commission on the National Guard and Reserve. The Naval Reserve Association commends the CNGR for its detailed and thorough analysis of issues and open forums, and for the willingness of the Commissioners to participate in open and candid discussions. The Naval Reserve Association urges the Congress and Department of Defense to provide prompt and thorough consideration of the Commission’s Report, seeking continuous inputs from stakeholders; including NRA, of the recommendations in the Commission’s Report.

03-01-2008 – Reduce Retirement Age for Guard and Reserve Components Upgrade. The Naval Reserve Associations strongly urges Congress to improve and upgrade the Reserve Retirement provision (90 day for 3 month reduction) passed in the FY 08 NDAA to include all those Reserve and National Guard members activated since 11 September 2001.

03-02-2008 – Strategic vs. Operational Navy Reserve Force. Per the recommended changes suggested in the Final Report of the Commission on the National Guard and Reserves, the Naval Reserve Association views the change from a strategic Reserve to an operational Reserve as a significant alteration of the Nation’s contract with the Reserve Components. NRA urges Congress to maintain current manpower force in the Navy Reserve Force and to cease manpower losses, hardware unit decommissions, and unit disestablishments until current and future readiness and surge capabilities are defined.

03-03-2008 – Wounded Warrior and Seamless Transition for Mobilized Navy Reserve Member and Their Families. The Naval Reserve Association urges Congress to implement and oversee through tailored Transition Assistance Programs (TAP) to meet RC community needs for child care, family readiness programs, VA outreach programs, funding for a core set of family support programs, and health care through web-based programs and family assistance programs.

05-10-2005 - Rebalancing Active/Reserve Force Structure. The Naval Reserve Association urges Congress to delay any proposed transfer of warfighting capability, hardware and manpower requirements from the Navy Reserve to the active Navy. The final report of the Commission on the National Guard and Reserve calls for a ready, capable, and available operational reserve while maintaining a strategic reserve force, including undefined roles of the Reserve Components in homeland security.

05-12-2005 - Maintaining Reserve Skills Sets in the Navy Reserve Force. The Naval Reserve Association urges Congress to maintain current manpower force in the Navy Reserve Force, and cease manpower losses until (or, in order to study) skills sets for current and future readiness, and surge capabilities are defined.

05-13-2005 - Regeneration and Reconstitution of the Naval Reserve Component. Per the recommendations of the Commission on the Guard and Reserve, the Naval Reserve Association urges Congress to provide for total force equipment for the Navy Reserve Force through the National Guard and Reserve Equipment Account, and designate equipment for the use by Reserve forces.


Resolutions Minimize

One of the principal reasons for the existence of AUSN is to permit the discussion of, and the publication of our collective views on matters relating to the Navy, Naval Reserve and national security. This is done by the adoption of carefully considered resolutions at the National Conference each year.

The resolution is a tool used to support AUSN's legislative action program. It is a formal written statement of a decision, of policy, an expression of opinion, or intent. When the conference, after consideration, wishes to convey a matter of great importance to some individual, group or body, agency, or the general public, it may choose to adopt a resolution which, by its very format, gives added emphasis to the message the words covey. This format is one recognized by, and often used by Congress.

An AUSN member may wish to present a position before the National Conference. The resolution is a means to submit an issue, even if not in attendance. Resolutions are received, reviewed, and processed by the national resolutions committee. Resolutions may also be drafted by any national committee, but will be reviewed by the resolutions committee. Resolutions must be submitted to the resolutions chair or AUSN Headquarters, 30 days prior to the next national conference.
