“The Dept. of Defense announced the “rules of engagement” for an eligible active duty or Guard –Reserve servicemember to transfer entitlement of Post-9/11 benefits to a spouse or dependent children. Since there is an entirely distinct process for ‘transferabilty’ you have to comply with DoD rules.

Also, you must first sign up with the VA to be eligible for the New Post 9-11 GI Bill; Beginning this Friday, the VA Education Service will begin taking applications to determine servicemembers’ eligibility for the Post-9/11 GI Bill program, which commences on 1 August 2009.
